GERMAN PEACE OFFER.

ALLIES STAND BY RUSSIA. LONDON, October 23. The “Manchester Guardian's” Paris correspondent states in connection with the Cabinet crisis that M. Briand disclosed that he was the so-called important political personage who received a peace proposal while staying in Switzerland in September. Von Bulow sent him a messenger suggesting peace and offering to restore AlsaceLorraine to France and Trieste to Italy, but demanded compensation at Russia’s expense. The announcement explains the Anglo-French assurances to Russia in September against such a peace.
