GERMAN PEACE OFFER.
ALLIES STAND BY RUSSIA. LONDON, October 23. The “Manchester Guardian's” Paris correspondent states in connection with the Cabinet crisis that M. Briand disclosed that he was the so-called important political personage who received a peace proposal while staying in Switzerland in September. Von Bulow sent him a messenger suggesting peace and offering to restore AlsaceLorraine to France and Trieste to Italy, but demanded compensation at Russia’s expense. The announcement explains the Anglo-French assurances to Russia in September against such a peace.
NEW MINISTER CREATED. Received 11.25. LONDON, Oct 2-1. The Daily Telegraph’s Paris correspondent says that in the new Cabinet a post may be introduced in the shape of a Minister representing the Premier in Parliament, equivalent to a leader of the hitheno unknown in France. The post mat’ be entrusted to Viviani, who is a skilled Parliamentarian, which is Painleve’s weakest point.

It instructed the Executive to propose an armistice to all nations, but pending the arrangement of peace Retrograd must be defended.
