CONSTITUENT .ASSEMBLY CONVOOATED. Received 11.30. PETROGRAD, Oct. 11. The Government has issued a manifesto convocating the Constituent Assembly which must not be delayed. Meanwhile the Provisional Government is indefatigably at work for universal peace, which is essential to Russia's reconstruction. The Russian delegates to the InterAllied Conference at Paris are to seek an understanding with the Allies subject to the principles proclaimed by the Russian revolution. They include a special delegate enjoying the confidence of the democratic organisations. The Government will exert its whole strength to support the Allies cause and eject the enemy. Russia will restore the fighting strength of her army. • -. J; '■■■■■
A primitive expedition has arrived at Tashkena, and arrested the revolutionary committee and the Governor whom the local Council of Workmens' and Soldiers' dalegajfces appointed.
BRITISH FOOD PROBLEM AFTER-WAR MARKETS. GOOD PROSPECTS FOR BUTTER LONDON, Oct 10. oir Thomas Mackenzie lately visited the principal English and Scottish industrial centres, and collected valuable data in connection with after-war trade. The prospects for dairy produce he considers to be bright. There is expected to be a great scarcity for some time after the war, and produce of reasonable quality, .especially butter, will find a ready market in view of depletion of herds. Sir Thos. Mackenzie considers it necessary for the Dominions to utilise every opportunity to secure markets now as it will then be better able to retain them when competition Avith outside countries is re-established. LLOYD GEORGE'S APPEAL TO FARMERS. Received 10.50. LONDON Oct 11. Lloyd George, in reviewing the agricultural position, appealed to the farmers to increase enormously the food supplies, not because we were afraid of the submarine menace—he could state definitely the submarine menace was decreasing rapidly—but because the world's stock of food was the smallest for years. The diminution of the French and Italian cereal production has thrown those countries on to the markets of the world. He deprecated as unfais any abuse of tbe farmer, which was due to ignorance of the precariousness of his business He was convinced the majority of the people were .grateful to the farmers for their achievement last spring, adding that 100,000 acres were under cultivation in England alone. He asked farmers to improve on that achievement as we do not want to go to the American market to snatch food from the mouths of our Allies. ALSACE LORRAINE. GERMANY MUST HOLD IT. AMSTERDAM, Oct 10. Speaking in the Reichstag, Dr. Kuehlmann declared: There is only one answer to the question ''Can Germany in any form make concessions regarding Alsace-Lorraine?" The answer is "No never so long as a single German can hold a gun. The integrity of the territory handed to us as a glorious inheritance by our forefathers can never be tie object of negotiation or concession."
