The Daily Chronicle, summing up the political situation in Russia, says the Democratic conference reveals weakness owing to the great number of delegates. The leaders therefore have adopted a scheme for a Socialistic preliminary parliament, which will be a new edition of the Democratic Conference on a manageable scale. Each group nominates a number of members to Parliament in proportion to its conference strength, the nominees being approved by the Conference. Russia will thus have a permanent session, not a Parliament In the Western sense but a body which will be based on several sections of public opinion. The Democratic Conference’s votes regarding coalition are so conradictory as to constitute a fiasco. Kerensky is now negotiating for a new Coalition Cabinet, wherein Moscow maufacturerers. Cadets, and hourgeoise will co-operate. Beretelli, who has proved the strongest man in the Conference, has given his provisional sanction to the Coalition Cabinet, It is unknown what responsibility the Cabinet will have to the Provisional Parliament. The election to the proper constituent Assembly is the capital need of Russia. A PROMISING OUTLOOK. Received 10.25. PETROGRAD. Oct. 8.
