GERMANY’S TROUBLES.

TWO MORE ENEMY’S FOR GERMANY. PERU BREAKS—URUGUAY ABOUT TO DO SO. LIMA, Oct. 6. The Peruvian Government almost unanimously voted severance of diplomatic relations with Germany. Received 8.55. LIMA, Oct. 7. Relations between Germany and Peru have been formally severed.. MONTE VIDEO, Oct. 7. The Uruguayan Legislature is about to break relations with Germany . STORMY SCENE IN REICHSTAG.. Received 8.35. AMSTERDAM, Oct. 7. Scenes of disorder in the Reichstag during the debate on the, interpellation (a question put to a Government during a debate) by Socialist Landbcrg, concerning Tirpitz’s new Fatherland Party. He declared the party was a Pan-German institution, whose leaders used their war profits to buy newspapers for the purpose of influencing public oinion with the object of securing bigger dividends. He accused the War Minister,, von Stein, of supporting the Party’s agitation against the Reichstag’s peace revolution. He called upon the Chancellor to repudiate the pan-German agitation. Landberg dcsribed how clergymen and officials intermediate civilians, and how officers carried on the propaganda in the army on behalf of the Fatherland Party Von Stein replied that political agitation in the army was prohibited and added that the army hungered for intellectual nutriment, The soldiers must be enlightened regarding the enemy’s lies and the difficulties at home. Therefore the army command had provided lectures, plays and newspapers because the will to victory must be maintained.

Herr Hefferich explained that Dr. Michaelis (the Chanceller) was absent because ho was burdened with work. The Socialists wanted the Chancellor to excommunicate the Party. This led to interruptions and Hefferich exclaimed: ‘‘'That’s not true; I will waste no further words. If you have not confidence in the leaders of the army and the Government . ” Shouts of “Ho!” downed the remainder of the sentence. Heffcrich, after a pause, said: “There is no object in my continuing to speak,” and resumed his seat. The debate was adjourned

The Gorman Government’s proposal for reform of the Prussian House of Lords makes the following allocations of seats, which is astounding in view J of the previous announcement that the ! Government was willing to democratise Parliamentary institutions: Agricultural, 448: commerce and industry, 48; Dade 12; labour 24; education 16; clergy 17; municipalities 36; rural committees 36; landowners, 24; burgomasters of large towns 20.
