TRYING TO PURCHASE PEACE. THE CUNNING OF THE HUN. INTERESTING DISCLOSURES Received 5.35. WASHINGTON, October 7. The State Department has published a series of telegrams showing that Count Bernstorff asked von Jagow( for 1,700,000 dollars for an unnamed man who guaranteed political action in one country ensuring peace. Von Jagow agreed to the loan, but only if the action of peace was really serious, adding that if the enemy country was Russia they could drop the project, as the sum was too small, and would have no serious effect there. Similarly with regard to Italy, where it would not be worth while to spend so much money. Bernstorff’s next message recommended, holding nine million marks at the disposal of Herr Hugo Schimdt, as the affair was most promising. He later advised the Foreign Office that the intermediary requested that influence be exercised upon the German press with regard to changes in the political situation in France, in order that matters may not be spoiled by German approval. Von Jagow later telegraphed to Bernstorff, asking if there was any more news of Polo Pasha on his side. PEACE BY NEGOTIATION. Received 8.35 i AMSTERDAM, October 7. The Morning Post’s Jassy correspondent states that Bulgarian emissaries in Switzerland have made proposals for a separate peace with Roumania, offering to restore Dobrudja and guaranteeing not to make demands at Roumania’s expense at the final peace settlement Bulgaria is also making overtures in other directions. Mesopotamia official. —Details of the captures of Ramadie arc as follows: 145 officers and 3120 men unwounded, 1.90 wounded. Wo also captured parts of five engines, several miles of tracks 2 steam launches, 1061 rifles and much ammunition and material.
