THE POPE'S SUGGESTIONS. RESTORATION OF RUSSIA. NEW YORK, September '27. The United Press Association's Rome correspondent states that the Vatican has announced that the resoration of Riga and all other Russian territory, explicitly and "implicitly suggested in the Pope's appeal, is interpreted to mean that Germany must relinquish her plans for a Kingdom of Poland with a German regency if she meets the Pope's conditions. It is reported that Germany has been told that the Pope views with active displeasure any attempt to restrict the liberties of Herr Erzeberger, leader of the Centre party, or the Catholic Press which is firmly supporting the non-annexation policy.
GERMANY'S PEACE TERMS. CHANCELLOR TO MAKE ANNOUNCEMENT. BERNE, Sept 27. The "Muchner Post" states that the Kaiser approved of Dr Michaelis outlining Germany's minimum peace terms in the Reichstag. Austrian newspapers state that the speech will usher in the last phase of the war. LABOUR AND PEACE. LONDON, Sept 27. A conference of the Labour Party's executive and the Parliamentary Committee of trade unions appointed a sub-committee to ascertain the basis of. an agreement on war aims among the British Socialist and Labour organisations, with the object ,of convening an international Socialist conference in a neutral country when peace proposals are under discussion.
ARGENTINE. ACUTE FOOD SHORTAGE. BUENOS AYRES, Sept 27. The strike position is worse, and the food shortage is acute. Violent clashes have occurred between the strikers and the military. AUSTRIAN AFFAIRS. AUSTRIAN BUDGET. BERNE ? Sept 27. The Austrian Budget shows a deficit of nearly 749 millions sterling. The cost of the war during three years has-been 1162 millions, the estimate for the fourth year is six hundred million. GENERAL GABLES INCREASING MINERS' PAY. Received 8.40. LONDON, Sept 28. A conference of the Miners' Federation at Bruaf decided to accept the Goal Controller's offer of an increase of Is 6d daily for workers over 16, and 9d for workers under that age. It is estimated that the offer involves an annual increase in miners' wages of £20,000,000. THE RAILWAY ACCIDENT. i LONDON, Sept 27. The New Zealanders who were killed as a result of the railway accident were buried at Plymouth. The funeral party consisted of Anzacs and garriso ntroops.
