UNSINKABLE SHIPS. . THE (PROBLEM SOLVED;. , Received 8.45. ROME, Sept 23. The Italian Marine Commission states it has solved the question of making merchant ships unsinkable. It believes that within a half-year the Italian merchant fleet will be safe from submarines. NOT SOLVE SUBMARINE PROBLEM. Received 10.15. LONDON, September 23 It is authoritatively stated that the building of "unsinkable ships has been practically mastered, but naval circles, are of opinion that the ships will not solve the submarine menace owing ,to the difficulties of construct-' ion and small cargo spaee.
