NORWAY’S HEAVY LOSSES. Received 10.15. CHRISTIANIA, Sept 18. Six Norwegian steamers have been sunk during the vjeek ending September 15th. The losses now total 479 steamers, of 777,601 tons; 160 sailers, 155,582 tons. ARGENTINE. GERMAN REGRETS. STOCKHOLM, Sept 17. Germany has sent a Note expressing regret that disagreeable issues have been raised through the Swedish Foreign Office transmitting telegrams from Buenos Ayres ? and also expressing regret that such telegrams were sent. The message points out that the Swedish Government did not know the contents of the cablegram. The German Government has now instructed all its representatives in foreign countries to refuse any attempt to force them to reveal to Sweden the contents of code telegrams they may transmit.

The Argentine Government considers the German Ministry here vacant until Germany formally disavows Count Luxburg’s activities. Mass meetings urging the formal severing of relations continue.
