RIGA REGION ABANDONED OWING TO THREATENING SITUATION Received 10.30 September 3. A wireless Russian official states that the Riga region has been abandoned owing to the threatening situation. Wireless Russian official. —The enemy crossed the Dvina, south-east of Riga, and occupied Rupfermammer. ‘they developed their success northwards. The enemy made an offensive in the region of Mitau road. A battle is proceeding. Enemy attacks in the direction of Kovel, Vladimir-Volynski, Focsani and Braila (the two latter in Roumania) failed. Rodzianko gave evidence that the Duma, before the war, recognised Sukhomlinoff’s criminal slowness in regard to the organisation of the army. Accused, after the outbreak, systematically resisted the Duma’s efforts to stimulate the production of shells, notwithstanding appeals from the front, including the Grand Duke Nicholas. M. Rodzianko said he specially journeyed to Galicia. What he saw there filled him Avith terror. He dramatically indicted Sukhomlinoff for the enormous losses suffered during the retreat from Galicia. Korailoff has again urgently appealed to the provincial Government tfor she Smmediate restoration of the programme of reforms. KORNILOFF SUPPORTED. PETROGRAD, September 3. The Provincial Government has issued a statement reiterating its confidence in Korniloff. It announces the adoption of the disciplinary measures he stipulated and agrees that serious energetic mcaures are necessary to reestablish the army’s fighting capacity. There is no question of superseding Korniloff. THE GERMAN HAND REVEALED. PETROGRAD, Sept. 3. The War Ministry has published particulars showing that the UkraincScparatist agitation was due to Aus-tro-German organisations. A RUSSIAN PLOT. PETROGRAD, Sept. 3.
