INCENDIARISM IN .PPETROGRAD. PETROGRAD, Aug. 30. Another large factory in the Okhta suburb of Petrograd was destroyed by fire, the damage totalling several million roubles. Incendiarism is suspected. IMPROVEMENT IN FINLAND. Received 9.25. HELINGFOES, August 30. The Finnish deputies have respected the decree closing the Diet. A number of Socialist deputies met privately. There are indications that normal relations with the Provisional Government will be resumed. RUSSIA'S FORE-KNOWLEDGE OF GERMANY'S INTENTIONS. PETROGRAD, Aug. 30. At the Sukhomlinoff trial, General Mihelson (Military Attache at Berlin from 1906 to 1911) gave evidence that the Ministry of War was aware that Germany was contemplating a declaration of war in 1904, and again in 1913. The President asked with which Power Germany proposed to ally herself, the answer being given behind clo»«€ doors. SWITZERLAND'S POOD PROBLEM. WORKERS' PROTEST. Received 9.25. .BERNE, August 31... A one day General strike has been proclaimed throughout Switzerland as a protest against the Government's' food policy. A general scarcity is feared.
