CHAOS IN FINLAND. . LAWLESSNESS RIFE. Received 9.35. LONDON, August 22. The Daily Chronicle’s Petrograd correspondent reports a chaotic condition in Finland. The Diet sat for four months, and the legislative result was practically nil. At Plelsingfor the militia recently struck, leaving the town unprotected. Drunkenness and robberies are rife, and murders and strikes are frequent. Rioters demanded a resumption of the Diet’s sittings, and broke into the Town Council, prisonering the councillors until released by the militia and students. Many were wounded in street fighting. There is a strong undercurrent of pro-Germanism in the agitation. The Russian Government is determined to take strong and decisive action.
AN OMINOUS SIGN. ROUMANIAN PARLIAMENT TRANSFERRED. Received 9.10. LONDON, August 22. , Mr Bour'chier reports that the Roumanian Parliament has arrived at Odessa. STOCKHOLM CONFERENCE. REFERENDUM OF UNIONS WANTED. —— e LONDON, August 21. A conference of trades unions convened by the Sailors and Firemen’s Union passed a resolution urging the Parliamentary Committee. .of the Trades Union Congress to take a referendum regarding the Stockholm Conference, also asking toe Govern- ! ment consistently to refuse passports to delegates. The vote of the Miners’ Federation reversing the decision to send delegates to Stockholm Conference was the result of the revelation of Mr J. W. Gerard (late American Ambassador to Germany) that Dr. BethmannHollweg (who was then German Chancellor) informed him of Germany’s intention .to retain the forts of Namur and Liege with a large army, and that Belgium should not be allowed to have aii army. A QUESTION OP REPRESENTATION. Received 9.10. LONDON, August 22. The Labour Conference crushingly defeaeted the allocation proposals with regard to representation at Stockholm, which included special representatives independnt of labourites. Received 9.10. p The Seamen’s Conference has decided to hold an International Conference at Copenhagen, excluding German delegates. It has agreed to have nothing to do with German Seamen after the war.
