GERMANY’S TROUBLES.
NO CHANCE OF UPHEAVAL IN GERMANY. AN AMERICAN’S OPINION. Received 8.5 a.m. WASHINGTON, Aug. 19. Mr. Charles Grasty, the New York Times’ Paris correspodnent, after a trip to Switzerland and making the fullest investigation, he believes to be vain the hope of any popular upheaval in Germany before the war ends. However, there are few people willing to believe the autocracy will last beyond the present Kaiser. Germany is held on the grip of discipline, but there is unrest, The soldiers are willing to fight and listen to commands, but when the war is over and they return horq.e they will not consent to live under an autocracy which is able capriciously to involve the nation in war.
EMPLOYING FRENCH YOUTHS. f IN GERMAN WORKMEN’S BATTALION. PARIS,. August 19. The Foreign Minister is formally protesting against French youths in occupied territory being incorporate*d in a German workmen’s battalions doing military work at the front. It is stated that 26 of these battalions have been formed. STOCKHOLM CONFERENCE. RUSSIAN GOVERNMENT’S ATTITUDE. REGARDED FAVOURABLY PETROGRAD, Aug. 17 In order to clear any misunderstanding regarding the Stockholm Conference, Mr Thompson, the United Press Association correspondent, interviewed M. Kerensky, who said, that the Russian Government intended to convey to the. British Government, that, being a National coalition of different partiess it could not consent to be bound by the decision of the Conference. He regard favourably any effort designed to promote reasonable peace. The Russian Government asked the Allies not to place obstacles in the way of delegates wishing to attend the Stockholm Congress.
