PEACE MOVEMENT.
THE POPE AND PEACE WASHINGTON, Aug. 15 An unofficial outline of the Pope’s peace proposals shows that they include reduction of armaments, freedom of the seas, and that there shall be no retaliatory struggle after the war for the world’s commercial' supremacy. FURTHER PARTICULARS ' ROME, August 15. The Pope’s proposals also suggest the formation of a Supreme Court of Arbitration for the solution ,of future disputes. He suggests that there should be no annexations nor indemnities except- in particular cases, instancing Belgium. The same thing should apply to French and Serbian regions. He proposes the solution of Alsace and Lorraine, the Trentino and according to the aspirations of the peoples, and the restoration of the ancient kingdom of Poland, Belgium, and the occupied French departments in exchange for the German colonies. GREAT DIPLOMATIC ACTIVITY ROME, August 15. The announcement ,cf the Pope’s proposal is the sequel to great diplomatic activity by the Papal secretaire. Cardinal GasparrU is interviewing many diplomats. The appeal is addressed also to neutrals. The Pope sent the document to the Italian Government. AMERICAN GOVERNMENT’S ATTITUDE NEW YORK, August 15. Regarding the Pope’s proposal, it is authoritatively announced that the United States is willing to listen to a bona fide peace suggestion only if it ensures the attainment of America’s objects in entering the war. It is not believed the Pope will hasten the end of the conflict. Diplomatic quarters predict peace before twelve months.
BRITISH POLITICS BRITISH LABOUR LEADER. A GENERAL ELECTION CONTEMPLATED Received 9.5 LONDON, August 15. It is rumoured that Lloyd George is contemplating a general election if the Labour Conference adheres to its intention to take part in the Stockholm Conference.
The Labour Executive, including Mr Henderson, discussed the new situation. . .In regard to the Conference the position of the party, at present, is vague, some Labourites resenting the exclusion of Mr Henderson from the Cabinet. LIMITING MINISTRIES’ POWERS TO STOP EXPERIMENTING. ’Received 9.5 LONDON, August 15 The House of Lords amended the the new Ministries Bill, limiting Ministers’ functions fo matters arising as a natural consequence of the war. Lord Salisbury explained that the obect was to prevent experimenting in pet subjects. BACK FROM AUSTRIA LONDON, August 15. Captain Stanley Wilson, M.P., has Returned after having been for 20 months a prisoner in Austria. AEROPLANE LANDS IN HOLLAND AMSTERDAM, Aug 15. A third German aeroplane has landed in Holland in a week. The crews have been interned.
GENERAL CABLES BRITISH RAILWAYMEN . SHORTER HOURS DEMANDED TALK OF A STRIKE LONDON. August 15. The locomotive enginemen and firemen demand an eight hour day instead of twelve hours, or overtime. The decision was taken without consulting the Railwaymen’s Union. The B’oard of Trade rejected the claim. There is much strike talk in northern rail centres. BRITISH LABOUR UNREST OVER THE STOCKHOLM CONFERENCE. ANXIOUS TO MEET GERMANS Received 11.5 LONDON, August 15. It is expected that the Government will be forthwith challenged in the Commons upon their refusal of passports to Labour Executives.
A report of to-day’s meeting, which was confidential, states that Henderson reviewed the entire situation together with telegrams from Huysman’s and BVanting, saying they still considered it important that the Entente’s case should be presented. The Executive resolved that it was desirable to attend the Stockholm Con ference to prevent the British Labour Party’s views from being misrepresented and misunderstood. It regretted the refusal of passports by the Government in connection therewith. The meeting appointed eight delegates, including Henderson. SUGGESTED LOAN RAISING. BY PREMIUM BONDS. Received 11.15 a.m. LONDON, August 15. Mr. Bonar Law has announced the appointment of a Select Committee to consider the raising of money by means of premium bonds. MASONIC. Received 11.5 a.m. LONDON, August 15... Mr. Hetchworth has resigned the Masonic Secretaryship.
