EXPOSURE OF GERMANY. NEW YORK. The newspapers give great prominence to an Associated Press despatch from Washington, two columns long, describing Geranmy’s scheme to split Europe in two by establishing an impregnable military and economic unit from the Baltic to the Dardanelles, which would form the backbone of the future Prussian world empire. The Associated Press says that this constitutes the major portion of the Kaiser’s war plans, regardless of the disposition of the conquered territory in Belgium, France, and Russia. In this connection it is clear t hat Germany’s manoeuvres for peace “ without annexations” are in reality war moves. , „ “ A premature peace,” says tfTe depatch, “would only give Germany a resting period further to Prussianise and prepare for a greater world war in the south-eastern territory which she has conquered under the guise of friendly alliances.” The 'Associated Press suggests that the predictions that the war will last three years longer are based on the south-eastern situation, and that the reports of Austro-Hungarian and Bulgarian efforts for a separate peace are part of the game to withdraw those countries from the war, while leaving Germany’s south-eastern dominance undisturbed. “There is every evidence,” says the writer, “that the American Government understands in concrete form the crucial south-eastern clement of —the situation, and realises the magnitude of the struggle that must be won before the world is made safe for democracy. ’ ’
