NATION-WIDE PROHIBITION.

WASHINGTON, August 2. The Senate has passed an amendment to Constitution providing for a poll on the question of national prohibition. The States must ratify the poll within six years in order to make it permanent.

The Senate also passed a resolution authorising negotiations with the Allies for the purpose of conscripting aliens residing in the United States. NEUTRALS’ FOOD SUPPLY. Received 10.50. WASHINGTON, August 3. Mr. Nansen, head of the Norwegian Mission, declares that Norway is facing starvation, and is willing to release millions of tons of shipping in return for the privilege importing food. Holland is also willing to exchange ships for food provided the ships are not sent to the submarine zone.
