TWO MILLION GERMAN SOLDIERS SUMMONED. NEW GERMAN SUBMARINES. Reserved J. 0.5. NEW YORK, July 22. The New York World’s Washington correspondent states a confidential report to the War Department shows the Kaiser has summoned two million men to the colours in March, 1918 this quota representing Germany’s supreme fighting force. It is believed the purpose of the call is to meet the expected orive of the Allies when the Americans are ready,. Reports to the State Department indicate that Germany is short of 600,000 bushels of wheat required before the harvest. Crop prospects are reported good in west but other sections are hurt by dry weather, also by frost. The Government is said to be requisitioning one out of every two head of cattle. It is rumoured that part of the provisions sent from the United States for Belgian relief work is consumed in the German hospital at Antwerp. NEW YORK, July 22. The New York Times’ Washington correspondent states an official report has been received in Washington that Germany has completed a small number of submarines capable of submerging two hundred feet. This achievement adds to the submarine problem, as this type of submersible is able to dive under the nets. It is believed this is part of Germany’s frantic endeavour to prevent bottling U-boats in the Baltic and elsewhere.

Leading New York and Washington papers are publishing semi-official cables from London, emphasising the Submarine menace, and calling for more American warships and submarine chasers in British waters.
It is stated that the British Navy is stretched to its capacity. Shipping losses by U-boats in the first six months of the present year were three and a-half million tons, and jvill exceed seven million for the year," if the present rate continues. The losses from the beginning of the war until the present month -were seven and a-half -million tons.
