THE SINKING OF THE ORLEANS. PRICE ON CAPTAIN'S HEAD. Received 8.40. ' PARIS, July 10. Survivors from the United States' steamer Orleans, which was torpedoed, state that when the vessel sank, the captain was drawn under the watter, but later was picked up by a yacht. Meanwhile the submarine circled the boatload of survivors, and the officer asked, "Where is the captal£>?" The survives replied they believed he went down with the ship. The officer cursed in English, saying, "There's a price of 24,000 marks'on his head; we want him!" AUSTRIAN AFFAIRS. BECOMING FAMINE-STRICKEN. Zurich, July 10. During a debate In the Reichsrath, deputies from all parts of Austro-Hun-gary declared that the situation of the mass population was rapidly becoming desperate. Galicia, the granary of Austria, was completely bare, and other districts were famine-stricken. A German Socialist deputy said the wrath of the lower class could not be kept down by bayonets.
