Preschek, in the Austrian Chamber declared the Austro-Gorman Alliance was disastrous and was plunging Austria into a Avorld war, which Germany started. The entire world was hostile to Austria, who had to suffer for Germany’s crimes. Preschek urged Austria to break loose. ' A ' J The Emperor, adddressing the party leaders, .regifettod the speech. He said the alliance, with Germany was the foundation of Austria’s security and a basis for her foreign policy. EPIDEMIC OF SLEEPING SICKNESS. Received 11.5 a.m AMSTERDAM, July 3. Hungarian newspapers state there is an extraordinary epidemic of sleeping sickness in consequence of the prevalence of debility. It differs from tropical sleeping sickness, as the sufferers sleep for months and then die. INDIAN AFFAIRS REFORM IN INDIA. EFFECT OF MESOPOTAMIAN REPORT. LONDON, July 2. The Daily Telegraph says that in consequence of the Mesopotamian report the Government is preparing a scheme of administrative reform in India, especially in the Military Department. Important decisions are expected when Mr. Lloyd George returns to London from Scotland. BRITISH FOOD PROBLEM FOOD CONTROL APPOINTMENT. Received 8.40 a.m. LONDON, July 3. The Press Bureau states that Mr. Clynos, a commoner, has been appointed Parliamentary Secretary to the Minister for Food Control.
