THE ROUMANIAN CAMPAIGN. A NEW EPOCH OPENING. LONDON, May 8. The Roumanian Parliament meets at Jassy on the 7th. It will vote constitutional reforms. Henceforth the Chamber will be elected on universal suffrage secret ballot, and proportional representation. The electors will be increased from 180,000 to 1,200,000. The Senate will be of elected hereditary Senators. Nearly six million acres will be placed at the disposal of the peasantry, chiefly by the expropriation of private owners and Crown domains. Peasant holdings will then be increased from 53 to 85 per cent, of the cultivable area. The King insists on sacrificing the Crown lands.
