Jean de Herbert, in the de Paris, insists on the urgent necessity of tightening the blockade, quoting statistics from a confidential report showing the enormous increases of exports of foodstuffs from Switzerland, Sweden, Denmark, and Holland to Germany in 191(5 compared with 1913. If necessary conventions should be made with the Netherlands Oversea Trust. Germany's neighbours must be told to either cease supplying food to Germany or cease purchasing goods abroad. The United States can alter the whole aspect of the war by putting forward demands in accord with her European allies in this decisive dilemna.

The constitution of a new naval war staff has been virtually settled. Admiral Jellicoe is Chief of Staff and is to be free from administrative detail in order to give his undivided attention to questions of policy and strategy, assisted by the directors and operations and intelligence, who are associated with the other directors charged with new construction for combating submarines. THE ROUMANIAN CAMPAIGN. A NEW EPOCH OPENING. LONDON, May 8. The Roumanian Parliament meets at Jassy on the 7th. It will vote constitutional reforms. Henceforth the Chamber will be elected on universal suffrage secret ballot, and proportional representation. The electors will be increased from 180,000 to 1,200,000. The Senate will be of elected hereditary Senators. Nearly six million acres will be placed at the disposal of the peasantry, chiefly by the expropriation of private owners and Crown domains. Peasant holdings will then be increased from 53 to 85 per cent, of the cultivable area. The King insists on sacrificing the Crown lands.
