VVASHINGTON, March 21 ‘ It is believed in many quarters that ‘President Wilson’s call for an extra session of Congress means that he will ask: Congress to declare war or to pronounce that a sta.te of war exists through Germany’s acts. ~Pr,esident VVilson’s advisers, however, are urging that there be no declaration of war unless a- submarine sinks an armed»:American merchantman, but meanwhile Congress should make maximum preparations, including the provision for raising an army }for immediate use when necessary.

iWilson’s final decision will be influenced by public opinion, which is now developing strongly towards war. There are increasing demands for an immediate Coalition Cabinet. IMPORTANT RESOLUTIONS. “A STATE OF WAR EXISTS.” Received 11.25. NEW YORK, March 21. [At a meeting of the Union League Club, speeches were delivered by Messrs Roosevelt, Choate, Root, and Hughes. Resolutions were adopted considering that :1 state of war now exists by the act of Germans, and urging the people to concentrate with .11! their united weight and loyalty in securing effective Governmental action.
