APPEALS TO THE TROOPS. DEAL THE ENEMY A MORTAL BLOW. SPEEDING UP REFORMS. Received 8.55. PETROGRAD, March 21. Generals Russky, Nadkodmitroir, Korniloff, and Brussiloff issued appeals to the troops to maintain discipline, and deal the enemy a mortal blow. The Provisional Government also appealed to the army for unity, concluding: “Soldiers, the welfare of your country rests in your hands. By fighting valiantly you are defending the great future of free Russia, your own happiness, and your children’s.” M. Goutcholf, War Minister, promised to speed up democratic reforms, simplifying the relations between the officers and men, and granting the troops full political rights. The Government has appointed a Commission, including Maxim Gorky, ; to arr ange for the protection of art treasures.

REVOLUTION AWAKENS GERMAN WORKERS. ZURICH, March 20. Admiralty, per wireless.— The Russian Revolution created an agitation in German working class circles, culminating in riots. Several workshops at Leipzig are closed. Serious demonstration strikes are reported. Troubles have also 'occurred at Dresden and Munich. The authorities have taken prompt measures to cope with the situation. Landwehr regiments have been sent to Leipzig and working class towns where the troubles are becoming acute. THE ONLY CLOUD ON THE HORIZON, FANATICISM OP EXTREMISTS. Received 11.5. LONDON, March 21. The Daily Chronicle has received a message from the editor of the Moscow newspaper “Russky Vedemosti,” stating that Rodzianko’s first step as Chairman of the Executive Committee was communicated to Alexieff, Nicholas, Russky, and Brussiloff. All replied immediately acknowledging the Government only. Thereafter the Executive took over the Government. Telegrams from Pefrograd say the only cloud on the horizon is the cha- | otic fanaticism of the extremists. The ; council of workmen, soldiers and deputies is an unwieldy body, exceeding a thousand, swayed by Socialists —some moderate and some extremists—who are wanting to give immediate effect to their doctrine. The result is precipitate and contradictory decisions, complicating the Governmentfs actions. Nevertheless order and reason are gaining strength daily.

A LEANING TOWARDS REPUBLICANISM. Received 11.5. PETROGRAD, March 21. iM. Militiukoff states the new Gov-, ernment is thoroughly united in most elements, and have a pronounced leaning to the Republican form of government, but the feeling of the peasant population is unknown.
