AMSTERDAM, Jan. 21. Berlin official. —A Note, witT a time limit, was recently sent to France complaining that German war prisoners were quartered in the fire zone, and requesting their withdrawal to at least nineteen miles behind the fire line, otherwise similar reprisals would | be applied. subsequently ( stated that in consequence of the French ignoring the complaint several thousand French prisoners were being similarly treated. A Paris semi-official note states tbatthe French accepted the proposal the official Note had been issued. Evidence existed that the Germans were prepared to carry out the threateiW reprisals prior to transmitting the first complaint.
