ELECTORAL REFORM. DRASTIC RECOMMENDATIONS Received 9.45. LONDON, Jan 17. The Daily Chronicle says a conference between peers and commoners, inner the chairmanship of the Speaker, has concluded. After an investigation of electoral reform, it make recommendations on the followinglines: Qualifying period for a Parliamentary vote reduced to six months; soldiers and sailors to retain vote, despite the loss of household qualification; all elections to be held on one day; returning officers' expenses paid from the public funds; plural voting abolished, but a man is qualified to vote in two constituencies if he resides in one place and his business place is in another; University representation retained and extended to bring in neu universities; re-distribu-tion for Great Britain Bases on one vote for one value; Irish over-repre-sentation has already been solved by the Home Rule Act; proportional representation adopted to ensure that the House of Commons will be a more exact mirror of national feeling. Certain constituencies have been grouped together to prevent obliteration by Conservative voters. The Committee failed to reach an agreement on womens' suffrage.
