The incident may create a difficult situation, and lead to a statement of President Wilson's at- | titude regarding submarining. FUTURE OF GERMAN COLONIES. LONDON, Jan 14. Mr. Garvin, writing in the Observer, commenting on the silence of the Allies in their reply on the subject of the German colonies, says South Africa, Australia and New Zealand are free communities, each with their own Monroe doctrine. They will never allow the German menace reappear in their neighbourhood. As regards other German colonies, much depends on the.regime which may exist in Germany itself and the value of the guarantees for future peace. He ridicules the German demand of a great African Empire, but suggests the creation in the Ottoman Empire and Africa of an international domain, open equally to Germany and all countries.
