The Employers' Parliamentary Association investigated industrial reconstruction, and the establishment of a national trade policy after the war, the report says:—The harmony of Capital and Labour is the first essential. We suggest the appointment of an industrial advisory council, representing the employers and workers, to which disputes shalT be referred. We condemn compulsory arbitration as impracticable. The Association accepted the Trade Union Parliamentary Committee's invitation to discuss a proposal of three years' industrial peace, but regard the trade unions' terms as merely a basis of discussion, and will not consent to act unless we possess the support of the majority of employers of the United Kingdom. The Association regards the unassociated employer and non-unionist as the principal menace to industrial peace. We consider a general increase in wages of 5s weekly would have most serious consequences. Increased reward is only possible provided there are increased selling prices and increased efficiency. Therefore, a closer understanding and co-operation between employers and workers are imperative. The Association approves the encouragement of scientific research and the establishment -of a British trade bank. It dej clares the existing national insurance I is unsound, and ought to be drastically «remodelled. . It is convinced peace will bring great opportunities for industrial and commercial advancement to the Empire, whose unrivalled resources must be thoroughly developed. We must think in terms c£ Empire, not of the United Kingdom, and realise that the Dominions, which are sunporting us nobly in war time, are ready to co-operate in peace time.
