Germany promised full civil and political liberties to the Jews. NO RELIEF FOR GERMANY. BERNE, Dec 20. The German Government has issued, through the "Cologne Gazette" and other newspapers, a warning that the conquest of Roumania may not produce any immediate relief in connection with the food supply. The announcement adds: It is impossible to increase the rations of bread and meat, or anything.
