PROPOSED REFERENDUM. WELLINGTON; Nov 15. The Minister of Defence, replying to a request by the secretary of the United Federation of Labour that a referendum be taken before the compulsory provisions of th e Military Service Act are enforced, states that a steady flow of reinforcements is necessary for the safety of the Empire. There is no doubt that many men of military age are willing to serve, but who have found it difficult to judge whether their turn had come. The fairest plan in such cases i s to allow the ballot to decide for them. The matter has been very carefully considered in all its aspects by Parliament, and it is the duty of the Government to carry out its wishes.
