Stefanson had failed to form a Ministry, King Constantine made a continual search of the political dug-outs, and finally persuaded M. Lamhros, professor of history at Athens University, to form a Cabinet. M. Lambros, who is inexperienced in politics, is a Germanophile, though not hostile to the Entente. The names of the other Ministers will bo announced on Wednesday, the delay being to enable King Constantine to have a conference with Prince Andrews, who is due home from a visit to London and Paris. ROUMANIANS WITHDRAW SOMEWHAT. AUSTRO-GERMA I NS PREPARING GREAT BLOW. BUCHAREST, Oct. ir. Mr. Bourchier, writing from Bucharest, says: Bulgarian officers captured in the Dobrudja state that the Bulgarian army is divided. The majority are Russophiles, who are subjected to systematic persecution. They are sent to the most dangerous positions on the Macedonian front. There is increasing agitation in the army against German domination. The Government, aware of the feeling, is terrorising the people and the army. Arrests are made daily among all classes of society.
