LONDON, Sept 13. The authorities are modifying the indiscriminate system of roundng-np civilians. Instead of oint police and military raids, directed by an Army officer, futmv raids will be carried out exclusively by the civil police. Detention will only be enforced when there is a genuine suspicion of shirking. If satisfactory evidence of Identity is given, calls will afterwards bo made at the addresses given in order that exemption certificates may be examined.
