HOME RULE FOR LUTHUANIA.
BERNE, August 30. A wireless message states that the Czar has been summoned to Itchas. The Chairman of the Lithuanian Nationalities in the Duma, in an interview at Russian Headquarters, promised Lithuania a liberal measure for Home Rule. Germany, on the other hand, is prepared to declare Lithuania an independent principality, to act as buffer state, and subordinated to Germany by military and commercial treaties.
