RUSSIA’S NEW TROOPS.

“THE BEST AND KEENEST.’’ WHEBK BRITAIN HAS HELPED (ici-many appears to bo getting nowadays into tbc position occupied by England at the beginning of the war, in the sense that she is now compelled to send forward troops by driblets to threatened points writes the Petrograd corrcspondnt of Hie London “Morning Post. Partly this proves a shortage in men, but partly also it must be explained by a deterioration in quality. Earlier in this war a German division did what a German corps is now powerless to do. The Russian forces, on the contrary ,are continually growing in numbers, and are not deteriorating in quality. Indeed, the latest classes semmoned to the colours, whose training is now proceeding, are probably the best material Russia has over had. and certainly seem the keenest. .It must be remembered that the Russians were somewhat late in recognising where exactly thior weak point lay, namely, in a shortage of arms, and dependence upon England for the machinery to make them. England, with all her vast manufacturing resources, and all her noted organising capacity, knows well how difficult it has been to equip her five millions for field service. Russia’s resources are undeveloped, and her capacity untrained by comparison, The men are there, and of a. quality unsurpassed anywhere in the world. Much as Russia is doing to strengthen her weak points, and eager as the whole nation is to work for this end, England still has a long start in resources and organisation. It is in the machine shops of England that this war will largely be won. It would

well for England’s toiling masses to realise now what was impossible to make public carl:or. namely, that with the'r redoubled efforts the Kussian millions will sweep like a resistless wave over the German tiyks which even now i a ibroached ami yielding at mere than 1 one point.
