MELBOURNE, July 27. Mr Higgs has issued a circular to the banks and other companies stating an instance that has come under his notice wherein a large financial institution has been discouraging- investment in the War Loan. Even one instance like this is deplorable. AntiAustralian and anti-B'ritish conduct is deplorable enough to cause alarm and to impel him to urge you to use special efforts to make the loan a success. The Government must not be placed in such a position in the sight of enemy countries that it will be forced to adopt other than the most approved methods of raising the money for war purposes..
