GERMANY DOES NOT WANT TERRITORY. CIRCUMSTANCES ALTER CASES. Received July 12, 10.15 p.m. LONDON, July 12. The fact that the semi-official North German Gazette is attacking a German newspaper for demanding territorial acquisitions is most signicant as showing the extent to which Germany, under pressure of events, has moderated her ambitions. The iazette reminds the people that Bismarck did not value peace settlements in terms of territory.
