The “New York Times,” in an outspoken article headed, “Japan in the Pacific,” criticises the Japanese action at Kiaocli.au, and refers to the seizure.of the Caroline and .Marshall Islands. It adds: With Japan in possession of Kiaochau, also of the Pacific islands in the line of communication with our eastern territory; with the carrying trade to the Par East transferred to the Japanese; and finally with the Russo-Japanese alliance, it is high time we took action.
