A GERMAN MINISTER’S BOASTFUL SPEECH.

P OUR ENEMIES KNOW WE ARE VICTORIOUS. THE VERDUN OFFENSIVE TONED DOWN. GERMANS MUST WAIT PATIENTLY. FOR SURE, INESTIMABLE COMPLETE VICTORY. (Reed. 9.15 a.m.). NEW YORK, April 12. A Berlin message via Amsterdam, states that the Minister for War, in his speech in the Reichstag, said: To enable the nation to follow the satisfactory developments on all fronts, our army reports are phrased in military brevity, and in contrast to those of our enemies, they are always true. A victorious country need not make excuses. We have been victorious, a glance at the map shows this, and our enemies know this, but will not admit it. We shall be victorious throughout, until a glorious end is guaranteed by the heroism of our army, a united wall of people, and the normal strength of the nation. We have an abundance of all things necessary to carry on the war.

Speaking of the Verdun offensive he said it is not as our enemies pretend to believe, the last efforts of an exhausted nation, but the hammer blows of a strong unconquerable people. .Never was warfare carried on so criminally against women and children as England is carrying on, but resources at our disposal, and the will of our people are too strong for England to make effective its starvation plan. The co-onpration of Germans at home is a spectacle of gigantic historic importance, which, supported by the spirit of the army, will make every effort to secure peace in terms approaching our sacrifices, and which will safeguard us in the future against similar assaults. Until then Germans must be patient. Decisions are ripening slowly, but surely, for an inestimable and complete victory, .
