The same Journal in another article says: "Tf the Germans are „-•<.!, fVip submarine policv. there may be compensation in the Zeppelin attacks. T h? submarine decisions have been undetermined, and show feeblen»s saurl aberration. The policy of the Zeppelins has been different.
