DUTCH ARMY'S ACTIVITY.
MYSTERIOUS ALARM. LONDON, pril 4. (Times and Sydney Sun Services). The "Times" correspondent at Amsterdam says public curiosity is at fever pitch, and everything points to a serious situation. There are frequent conferences between the naval and military authorities and the Government. The Stock Exchange is weak but there is no sign of panic. Thpr„ i s nothing to indicate an immediate crisis, but financiers are as ignorant of the cause of the crisis as the public. Politicians and members of the National Defence Council declare that they are unaware of the cause of the alarm. The extraordinary secrecy that is being observed is responsible for the wildest rumours, but the sanest opinion inclines to the view that the Government's action is due to Germany's submarine warfare.
