KITCHENER'S FEARS REALISED. LONDON, March 15. Speaking in the House, of Lords, Lord Derby said he intended to remain at the War Office as long as he could to assist Lord Kitchener. The pledge which was the foundation of the recruiting scheme contemplated soma exceptions to the* rule that unmarrieds should serve first, but Lord Derby said he viewed, with great anxiety the large number of exempted occupations. The authorities were now reviewing the list of munition workers and others who recently entered the exempted occupations. The Cabinet was taking the matter so seriously that he thought they would get the number of unmarrieds required. The Germans would not wait while we were putting our house in order. He hoped in November to get sufficient young men'without pulling married men into the field, but that was not a pledge that married men would never be called on to Ight. He considered that every man ought to do something for the country. Lord Kitchener said he regretted that during the month his fears had been realised. The original estimate of the numbers required had been exceded. The deficiency of March showed it was necessary to call up more groups earlier than he had haped. He endorsed all Lord Derby had said. He had not any doubt that.sintrle men who were avoiding military service would be brought in, but this would take time. In the meantime the War Office needed trained men, and he hoped thai; any appeal made to married men would not fall on deaf ears. Attested marrieds should place patriotism and the national cause before 'evervthing.
