CHEERING STATEMENT BY FRENCH PREMIER.
ROME, February 12
M. B'riand (French Premier) addressed a gathering at the Grand Hotel. He said the enemies' greatest strength had lain in their remarkable system of" transportation, which permitted tire, rapid. concentration of huge fe'rees at any point on any front. The Allies had attained perfect union, enabling them to completely encircle Germany and Austria in p. rine; of steel equally strong and impregnable at every point, rendering the enemies' means of transportation impotent.
