The "Times," in a leader, says: Sir Rider Haggard's mission to secure the settlement of soldiers on the land bristle with difficulties. It is an Imperial problem, and any investigation should be a matter of cooperation between the Imperial and Dominions' Governments. Other measures 'are palliative which could easily do more harm than good. We are inclined to be sceptical of the value of Sir Rider Haggard's mission. It is a danger to the Empire. Governments may be encouraged to leave all work to self-sacrificing, eager enthusiasts of his type, when they should be getting to grips with the whole sub. jects themselves.
