A PRO-GERMAN UTTERANCE.

IN AMERICAN CONGRESS. (Revd. 9.45 a.m.) WASHINGTON, December 10. Senator Hoke Smith, in Congress, demanded that Britain should cease to interfere -with Amei'ican shipping. He alluded to Britain's increased lawlessness, trampling on neutral rights and pointing out that the United States was not a dependency of Britain's. He said Germany was quite as good a friend to the United States as Britain.
