PLOT TO WRECK FACTORIES. M NEW YORK, Oct. 25. In the Arrest of Robert Fay, a lieutenar J|>i the German army, and 'Walter Scuffle, his brother-in-law, the Federal Secret Service believes it has detained leaders of the plot to wreck the American munition factories ■ and

ships carrying munitions. Fay said he confessed to plan for stopping the shipment of munitions. He said he had been supplied with two thousand dollars for carrying out the operations. Papers found show him to be a German secret service agent.

Vast quantities of explosive and survey maps of New York harbour were 'iound in his rooms.
