The matter has already been considered and it has been deemed sufficient to furnish applicants with certificates in common with returned soldiers. These can be shown when any aspersion is attempted to be cast on the individuals concerned. To supply rejected recruits and returned invalids with badges would mean unnecessary expense. Moreover, the door would be opened to deception, for unprincipled persons might resort to [ wearing imitation badges.
