RUSSIA'S NEW STRATEGY.

INSPIRING RESULTS. TROOPS MORE CHEERFUL AND CONFIDENT. (Times and Sydney Sun Services) LOfNDON, October 19. The Exchange Telegraph correspondent at Petrograd declares that great satisfaction is evidenced in all quarters at the vigour of the Russian initiative since Czar Alexieff has taken over the command of the army. The successes gained are reacting favourably on the spirits of both the army and civilians. Returned wounded state that tjhe troops are more confident and cheerful than since the Austro-Germane made their spring offensive in the efficacy of the Russian strategy. Since the Czar initiated the new strategy the Russians have lost only a third of the numbers in prisoners lost in a similar period of the preceding months, Avhile they have taken fivefold more prisoners and regained lost territory in three theatres.
