News oi' the war just to band is distinctly of an encouraging character, j not only is it evident that Bulgaria, as well as other Balkan State,s, is still disposed to fight with the Allies, if at all, but also that, notwithstanding beins driven back into her own country, Russia has some unseen hacking, a something in jher favour, that puts her in excellent odour in the financial world. That Russian Stocks are going up on Exchange while her armies are going down before her enemies is so extra-: (ordinary an occurrence that it will chang- th e trend of incught in many countries. The reason for this unusual phenomena is not known generally, but it is put down to one of two things: Either the Grand Duke Nicholas is performing successfully some great strategic feat, or a road through the Dardanelles is well within measurable distance. The indications are that it is the latter, for both diplomacy and finance support the Dardanelles suggestion. Feverish diplomatic [activity with Bulgaria, Roumania, Servia and Greece is evident, and the. fact that Black Sea stocks and shares ar e in increasing demand, particularly Black Sea oils, there can b e very little doubt about the cause. With the Dardanelles open, Black Sea. oils and'South Russian wheat will quickly find their way into countries where, both are urgently needed, while munitions of war will team in that will enable onr ally
