Sir J. D. Rees has an informative article in the War Budget on .“Europe After the War.” To Russia ho apportions Galicia. Armenia, German Poland. and (upon terms) Constantinople. He tells ns that this fateful city dominates the Black Sea, where the lion’s share of the trade belongs to Russia. If Russia possssed Constantinople, the A'.st would be heard of opposition on her part to us in Afghanistan and India. To France the success of the Allies would bring Alsace and Lorraine, and probably transfer Luxemburg to Belgium, Heligoland and the German fleet to England, and the permanent possession of Fort Arthur ! >nd Tsingt.au to Japan. Turkey will 1 , finally disappear from Europe, and AustriaHungary will, emerge l n shadow of log former self,'bereft of Istria, Bosnia, .Herzegovina, Galicia, and Austrian Poland, Germany will again become a group of independent States.
