The question of preventing fluctuation in the rates of exchange was discussed at a meeting at which Mr Lloyd George and Lord Reading attended. Mr Lloyd George said he had made special arrangement with Russia whereby no embargo would be j placed on butter, wheat, or other foodstuffs sc far as Great Britain was concerned. Sc long as they enjoyed 'the existing confidence' in regard to loans it was not advantageous to borrow from the United States.
