400,000 MEN CONCENTRATING. BULGARIA TO JOIN ISSUE. LONDON, Feb 11. The “Daily Express’ ” Nish correspondent says that under German orders Austria is preparing to invade Rcumania to prevent the latter choosing a suitable moment to attack, Austria’s pretext being that Servian stores are ascending the thus violating Roumanian neutrality. Over 400,000 Austrians are concentrating in the Temesvar district and Roumanian mobilisation; has been accentuated. There are indications that Austria is endeavouring to establish contact with the Bulgarians by a sudden advance on Kalafat. DISTRESS IN SERVIA.
