RUSSIAN MONOPOLY.

In the Duma the Committee of Ways and Means recommended the Government to declare a monopoly cn tea, tobacco, oil, matches and insurances, and all kinds of such commodities, to form a basis for revenue previously derived from state monopoly of vodka.
