A THREE-POWER FINANCE.

The three power joint finance is regarded as a corollary and as important as the joint declaration to prosecute the war to au effective finish. It implies the mobilisation of the gold of the three richest countries in Europe I to be every whit as important as military mobilisation. Yesterday an official statement was made that the three Powers had: resolved to unite their financial equally with their military resources in order to prosecute the war i:o final victory A BIG CO-OPERATIVE SCHEME. PARIS, Feb. 7. Britain, France and Russia' are ax*--ranging to take over equal, portions of advances to be made to countries fighting with them or disposed shortly to join in the common cauae_ The advances will be covered partly by the resources of the three Powers, and partly by a lean to be issuled at an opportune moment in their rfame. The Ministers of Finance have decided to proceed jointly in future.
